Paper Work #1 (part 2)

On Tuesday, September 21, 2004, the Woburn Police VicelNarcotics Unit and members of the Southern Middlesex Regional Drug Task Force S.M.R.D.T.F. conducted an Undercover Police BuylBust Operation. Officer Alex Hernandez of the SMRDTF would be acting in an undercover capacity to purchase a quantity of cocaine and Oxycontin from Richard F. Brown Jr .. While in the presence of this affiant Michael Reynolds called Richard F. Brown Jr. using the same cellular telephone number he provided. Richard F. Brown is known to this affiant from past narcotics investigations and overheard Reynolds speaking with Brown. Reynolds requested one ounce of cocaine and twenty-five Oxycontin tablets. Reynolds then asked Brown if he could package the ounce of cocaine in two separate half-ounce amounts. Reynolds then asked Brown what the total cost was. I overheard Brown state the cocaine would be $1,200.00 and the Oxycontin tablets would be $ 1,250.00. Reynolds then agreed to the price and Brown stated to meet him in the Blockbuster parking lot on Main Street, Woburn. Surveillance officers were located at 97 Prospect Street, Woburn and observed Brown enter his pick up truck and he was followed to the Blockbuster parking lot. Officer Hernandez and Reynolds were briefed on the operation and it was determined that Reynolds would provide a bust signal upon observing the narcotics he ordered. The bust signal was "Is that the good Stuff'. Officer Hernandez then drove Reynolds under surveillance to the Blockbuster parking lot. Upon arriving, I observed Richard F. Brown enter the uncover police vehicle rear seat. Within one minute, I heard Reynolds, provide the bust signal and the arrest teams moved in an arrested Richard F. Brown without incident. Seized from this arrest was the twenty-five Oxycontin tablets and two packaged half-ounces of cocaine, also seized were (69) 80mg Oxycontin tablets, (5) 40mg Oxycontin tablets and two additional packaged half-ounces of cocaine. Richard F. Brown was placed under arrest for the trafficking charges. 

Paper Work #1

On Tuesday, September 21,2004, this affaint had a conversation with Michael Reynolds of 45 Spring Street, Woburn Massachusetts. During this conversation, Reynolds told me that Richard F. Brown Jr. of 97 Prospect Street, Woburn is a long time friend of his. Reynolds told me that he had narcotics information on Richard F. Brown. Reynolds then provided detailed and specific facts on Brown's cocaine and Oxycontin Distribution Operation. Reynolds made these statements against his penal interests in this investigation. Reynolds told me that he has been purchasing cocaine, Oxycontin and Zanax from Richard F. Brown-for six years. Reynolds told me that for the past five months he meets with Brown twice a week, in 'Woburn and purchases cocaine, Oxycontin and Zanax. Reynolds told me that he has purchased these narcotics from Brown inside 97 Prospect Street, Woburn. Reynolds told me that Brown sells 80mg Oxycontin tablets of $50.00 each and deals in hundreds of tablets. Reynolds told me that he meets Brown in Brown's 2004 GMCPick Up bearing Mass# 74TGl4 and has conducted numerous drug transactions in this vehicle. Reynolds told me that as early as two weeks ago, he was inside Brown's residence at 97 Prospect Street, Woburn to purchase these narcotics. While inside, Reynolds told me that Brown displayed to him a black suitcase that Brown called his "Treasure Chest". Reynolds described to this affiant that Brown opened the suitcase and removed several ounces of cocaine packaged for sale, a large pill bottle filled to the top containing Zanax, a large pill bottle filled to the top with 80mg Oxycontin tablets and several other unknown narcotics. Reynolds told me that Brown keeps his narcotics supply inside 97 Prospect Street, Woburn. Reynolds told me that Brown then informed him that he had a large supply of marijuana that he had picked up that was for sale. Reynolds provided this affiant with the street prices that Brown charges for his narcotic sales. Reynolds told me that Oxycontin tablets are $55.00, Blue Zanax tablets are $5.00, White Zanax tablets are $3.00, Ounces of cocaine were $1,200.00 and that Ounces of marijuana were $150.00. Reynolds told me that he has personally purchased over $25,000.00 in narcotics from Richard F. Brown over just the past five months. Reynolds told me that Brown has two separate suppliers, one in Peabody, Massachusetts and the other was unknown but Reynolds knew that one supplier fronts the narcotics to Brown and the other requires Brown to pay for each supply. Reynolds provided Richard Brown's cellular telephone number as being 781-316-4461 that he uses to place narcotics orders. Reynolds told me that Brown has told him that he has guns but that he has never seen any on his person or in his vehicle. Reynolds told me that Brown does not work and deals narcotics all day long, seven days a week. Reynolds told that he was willing to conduct a narcotics buylbust operation to further this narcotics investigation. Reynolds told me that he could have an undercover police officer present with him during the transaction.
